Probably holds it in place during install, or is a port to do diagnostics or programming through, or something else. If Minidisks were still a thing, it could almost be small enough for those.
Then again, it’s GM, so maybe a removed feature or leftover something that didn’t make it to production, or a cooling vent... I’m spitballing and enjoying a Kona Longboard, so I might be making this all up.

I was thinking that it would be a good place to stash an iPod if you’re using the aux input. Maybe you put it there if using the aux and in the glove box if you’re using USB?

As some have mentioned, it’s truly for credit cards or parking passes. It sounds stupid, but is nice. I used mine all the time. It’s nice for drive throughs. Dig the card out while waiting in line and then have a designated easy spot to keep it until you actually pay. Or parking garages. Put it in there, so you can keep driving and let the next person in line to the machine quicker.

Paid parking ticket/pass holder. (not the pay-and-display kind but the kind you need to slide into a machine to get the gate open)
